Project Structure
The MunEM project is organised in five Work Packages (WP) reflecting different elements of energy management on municipal level.
WP1: Management and Fundamentals
The major goal of WP1 is establishing the structures for energy management in the pilot municipalities of Mamonovo and Svetly selected for this project. It will also establish linkages and create synergies to related Interreg-projects BEEN and RegEnergy. WP1 will also ensure the overall coordination and coherence of project activities.
WP2: Energy political and economic framework requirements
The objective of WP2 is to analyse the regulative, administrative, institutional and financing framework in the field of energy on the local and regional level. The results will be compared with EU practices, as well as with the results achieved under BEEN and RegEnergy and suggestions for their improvements developed.
WP3: Improvement of the energy consumption situation
WP3 aims at improving the energy consumption situation particularly in public buildings. Necessary instruments and tools will be introduced and energy managers trained in identifying hotspots and identifying the most economic investments for improving energy efficiency in buildings.
WP4: Improvement of the energy supply situation
In WP4 the Energy supply side will be analysed. Technical plans and implementation strategies for appropriate measures improving the energy supply structures in Kaliningrad will be developed.
WP5: Information and dissemination activities
The focus of WP5 is to raise public awareness on energy efficiency in district heat supply and consumption. An information campaign will be launched and practical guidelines, newsletters and information material produced.
