MunEM was initiated in reaction to rising energy costs, climate change and high energy consumption due to energy inefficient building stock and outdated energy supply systems. MunEM builds upon two predecessor projects: BEEN which dealt with energy efficient refurbishment of buildings and RegEnergy, which covered the reform of the heat energy sector in Europe.
